Electrical Equipment Compliance Across the Gulf and MENA

Electrical products entering the Gulf and wider MENA region need conformity approval under the destination country's own scheme, MOIAT in the UAE, SABER in Saudi Arabia, G-Mark across the GCC. The schemes differ procedurally but test the same four things: electrical safety, electromagnetic compatibility, energy efficiency and restricted substances. Without approval, goods can be held at customs.
One goal, several schemes
An electrical product entering Saudi Arabia, the UAE, Kuwait, Qatar, Bahrain or Oman needs a conformity assessment under that country’s own regime. The names differ, SABER in Saudi Arabia, MOIAT in the UAE, G-Mark across the GCC, and so do the procedures. What they assess is broadly common:
- Electrical safety, fire, shock and short-circuit risk
- Electromagnetic compatibility, that the device neither emits nor succumbs to interference
- Energy efficiency, against national and GCC performance benchmarks
- Restricted substances, along RoHS lines
Without the right certificate, a shipment can be refused customs clearance, blocked from the market, or attract penalties.
Which products are in scope?
Requirements vary by country, but these categories are routinely covered:

Voltage, usage type and risk level determine the pathway. High-wattage or permanently installed equipment generally faces stricter conformity requirements than portable items.
How does the approval process run?
1. Product evaluation and standards identification. Establish which standards apply, IEC 60335 and IEC 60598 for international electrical safety, SASO standards for Saudi Arabia, the UAE’s own requirements, GSO and G-Mark for the GCC, and RoHS where relevant. Getting this wrong means testing to the wrong protocol.
2. Laboratory testing. Conducted by ISO/IEC 17025-accredited laboratories, in the target country or internationally where that is accepted. Typical tests cover electrical strength and insulation resistance, EMC emissions and immunity, thermal behaviour under load, ingress protection rating, hazardous material content, and energy efficiency benchmarks for appliances and lighting.
3. Technical construction file. Product description and specifications, circuit diagrams and part lists, safety instructions and labelling details, the user manual in Arabic or bilingual form, test reports and factory audit results, and the manufacturer’s ISO 9001 certificate.
4. Submission and issuance. The file goes to the authorised conformity assessment body in the destination country. On successful review, the local certificate or conformity mark is issued, the product is registered for customs and market release, and the applicable marks: SASO, G-Mark, energy efficiency labels, go onto the packaging.
Where do projects go wrong?
Two failure modes account for most of the delay. The first is testing at a laboratory the destination country does not recognise, which invalidates otherwise perfectly good results. The second is treating one Gulf certificate as evidence for another, the test data often travels, but the certificate does not.
Frequently asked questions
Is there one certificate that covers the whole region?
No, and treating the schemes as interchangeable is a common and expensive mistake. Saudi Arabia runs SABER, the UAE works through MOIAT, and G-Mark applies across the Gulf Cooperation Council. They share the same underlying concerns and often the same IEC test basis, which means test results can frequently be reused, but each certificate is issued under its own scheme.
Can I use test reports from my own country's laboratory?
Sometimes. Testing must come from an ISO/IEC 17025-accredited laboratory, and some countries accept only reports from laboratories they have pre-approved. Submitting a report from a laboratory that is not recognised in the destination market is a straightforward route to rejection, so the laboratory should be confirmed before testing is booked.
Does the user manual need to be in Arabic?
In most of the region, yes, either in Arabic or bilingual, depending on the country. The manual forms part of the technical construction file alongside the circuit diagrams, part lists, safety instructions and labelling details.
