SABER is SASO’s conformity platform, and every regulated product bound for Saudi Arabia passes through it twice. First the product is registered for a product certificate of conformity, the PCoC, issued on test reports to the applicable Saudi standards and valid for a year. Then each consignment receives a shipment certificate, the SCoC, against that PCoC before customs releases it. The PCoC is the slow part, two to six weeks for a first certificate; the SCoC issues in days once it exists. Electrical goods register with RoHS reports issued to local requirements, and appliances add the SASO energy label.
Classification on the platform decides whether the project takes weeks or months. Auto parts are the clearest case: genuine parts need confirmation of official origin and in most cases a declaration of conformity, while aftermarket parts need full testing in accredited laboratories with every product code registered. An importer who lists a genuine part as aftermarket buys testing it did not need, and one who does the reverse has the consignment held. Marketplace sellers meet SABER too, because Amazon.sa and the Saudi platforms check the registration before a listing goes live.

Frequently asked questions
Who registers the product on SABER?
The Saudi importer holds the SABER account and requests the certificates through it, and a certification body approved by SASO issues them. A foreign manufacturer supplies the test reports and technical file; the registration itself belongs to the importer, which matters when the importer changes.
Do we need a new SCoC for every shipment?
Yes. The shipment certificate is issued per consignment against the product certificate and is what customs checks at release. It issues in days, and it cannot be issued at all without a current PCoC, so the product certificate has to be renewed before it lapses.
