Halal, Kosher and National Standards in the GCC

Entering the GCC means clearing two filters. Halal certification is the religious filter and opens the market; SASO, ESMA and G-Mark are the technical filter and make the product legal. Customs will not release goods without halal, and halal alone is not sufficient either.

Which two systems apply in the GCC?

The GCC markets, Saudi Arabia, UAE, Kuwait, Qatar, Bahrain and Oman, are among the most attractive for international business, and entering them means dealing with two regimes at once.

  • National regulatory systems, SASO in Saudi Arabia, ESMA in the UAE, G-Mark across the GCC, regulating product safety and technical compliance.
  • Religious standards, primarily halal, with kosher increasingly relevant in niche segments.

The relationship is best stated plainly: halal certification opens the door to the market; national certification secures the product’s legal status. Neither substitutes for the other.

The packaging row surprises people. A compliant food product in packaging coloured with an animal-derived dye has a halal problem in its wrapper.

How the two filters work together

Halal plus national regulation is a double filter, first religious purity, then safety and quality. A product has to pass both, in that order, and passing one says nothing about the other.

Kosher is not mandatory, but it provides a competitive advantage in premium and tourism segments. It is in demand in malls and restaurants serving tourists and business communities, particularly in Dubai.

Halal certificates are themselves checked. In some countries, the UAE among them, halal certificates are verified against international norms set by the GSO, the GCC Standardization Organization. A certificate from an unrecognised body fails at that check.

How should you plan for both?

Budget and schedule for both tracks in parallel rather than sequentially. They are assessed by different bodies against different criteria, and a project that completes halal certification before starting the technical work has simply moved the finish line.

Frequently asked questions

Is halal certification enough on its own?

No. Customs authorities will not release products without halal certification, but even with it, SASO, G-Mark or ESMA conformity certificates are still required. The two systems sit in series, religious purity first, then safety and quality.

Does kosher certification matter in the GCC?

It is not a requirement. Kosher is in demand in malls and restaurants serving tourists and business communities, especially in Dubai, and gives a competitive edge in premium and tourism segments; it does not open the mass market.

Does halal reach beyond food?

Yes. It is mandatory for importing most food products, beverages, cosmetics, pharmaceuticals and even packaging into Saudi Arabia and the UAE. Plastics and paper have to satisfy both environmental standards and halal requirements, no animal-based dyes, for instance.
