Halal Certification for Export to the GCC

Halal certification confirms that products and production processes comply with Islamic standards, not only the ingredients, but the production, storage, transport and sale. GCC countries accept certificates only from recognised Islamic organisations, so the choice of certification body decides whether the certificate is usable.
What does halal certification cover?
The GCC markets impose strict requirements on product quality and safety, particularly for food, cosmetics and pharmaceuticals. Halal certification confirms that a product complies with Islamic norms.
The scope is wider than most first-time applicants expect. It applies not only to ingredients but to production methods, storage, transportation and sale. A compliant recipe made on a shared line does not pass.
Certification is regulated by international and local Islamic organisations, and it is mandatory for export to GCC countries.
Step 1: Establish whether you need it
Certification is mandatory for:
- Food and beverages
- Cosmetics and perfumes
- Pharmaceutical products
- Additives and ingredients containing animal components
Step 2: Which certification bodies does the GCC accept?
GCC countries accept certificates only from recognised Islamic organisations. The body must be accredited by an authority such as:
| Authority | Country |
|---|---|
| ESMA, Emirates Authority for Standardization and Metrology | UAE |
| SFDA, Saudi Food and Drug Authority | Saudi Arabia |
| GAC, GCC Accreditation Center | GCC-wide |
This is the decision that determines whether the whole exercise is usable. A technically thorough certificate from a body outside that recognition does not open the market.
Step 3: Prepare documentation
- A detailed product description
- The composition and origin of all ingredients
- Certificates for the raw materials used
- Information about the production process and logistics
Step 4: The production audit
The audit examines:
- Equipment cleanliness and the absence of cross-contamination
- Compliance with halal requirements during processing, storage and transportation
- Staff qualifications and their awareness of halal standards
The third point is often overlooked. Halal compliance depends on procedure as much as on plant, and an audit that finds staff unable to describe the requirements has found a real gap.
Step 5: Laboratory testing
Products are tested for prohibited components, pork, alcohol, and unauthorised additives.
Step 6: The certificate
Issued after all stages are passed, and renewed periodically according to the requirements of the specific GCC country. It is not a one-time document.
What it opens

Frequently asked questions
Which products require halal certification for the GCC?
Food and beverages; cosmetics and perfumes; pharmaceutical products; and additives and ingredients containing animal components. The requirement extends beyond ingredients to production methods, storage, transportation and sale.
Whose certificates does the GCC accept?
Only certificates from recognised Islamic organisations. The certification body has to be accredited by an authority such as ESMA in the UAE, the Saudi Food and Drug Authority in Saudi Arabia, or the GCC Accreditation Center, a certificate from a body outside that recognition is not usable for import.
What happens during the audit?
Assessment of equipment cleanliness and the absence of cross-contamination; compliance with halal requirements through processing, storage and transportation; and the qualifications of staff and their awareness of halal standards. Laboratory testing then checks for pork, alcohol and unauthorised additives.
