NAS Certification in the UAE: TDRA, ECAS LVE and RoHS
Three mandatory approvals for a network storage device, obtained in under five weeks with no hardware submitted. The documents, timings and fees.
In the United Arab Emirates the G-Mark is the regional layer and ECAS is the national one, and a product inside both carries both. What exporters call G-Mark UAE is the two GSO technical regulations, <strong>BD-142004-01</strong> on low-voltage electrical equipment and appliances and <strong>BD-131704-01</strong> on toys, as the Emirates apply them: a Gulf Type Examination certificate from a body on the GSO register for regulated-list appliances and toys, the Gulf Conformity Tracking Symbol on product and packaging, and a registered self-declaration for other low-voltage equipment. The Ministry of Industry and Advanced Technology (MoIAT) is the national authority; it runs ECAS and the Emirates Quality Mark and issues the ECAS certificate to a UAE-registered applicant. The G-Mark is per type and belongs to no importer.
Three groups. Household appliances on GSO List No. 2 (TC143307-01) need a Gulf Type Examination certificate from a GSO-notified body, the Gulf Conformity Tracking Symbol and, because low-voltage equipment is a UAE regulated group, an ECAS certificate from MoIAT as well. The list has 13 categories: fans, refrigerators and freezers up to 850 litres, washing machines and dryers up to 12 kg, food mixers and juicers, toasters, hair dryers, room heaters, microwave and other ovens, water heaters up to 200 litres, irons, plugs, sockets, adaptors, extension cords and chargers, and air conditioners.
Other low-voltage equipment, rated 50 to 1,000 V AC or 75 to 1,500 V DC, carries the G-Mark on a self-declaration registered with GSO and still needs ECAS in the Emirates. Toys for children under 14 need the type examination and ECAS. Cosmetics, detergents, textiles, tyres and lubricants sit under UAE Cabinet resolutions and take ECAS alone: neither GSO regulation reaches them.
The G-Mark-only case in the UAE is a timing case rather than a product case. The type examination can be finished before a distributor is signed, while the ECAS file waits for the UAE-registered applicant. Air conditioners, refrigerators and washing machines add the energy-efficiency label on top: three filings from the first day. What exporters search for as G-Mark certification UAE is these files run together.
The manufacturer, or its agent in the Gulf, for the G-Mark; a UAE-registered company, in most cases the importer, for ECAS. GSO's regulation on G-Marking, BD09100501, puts the mark and the Gulf Declaration of Conformity in the name of the manufacturer or its legal representative in the GCC, and the declaration has to be kept for ten years and shown to market surveillance on request. The ECAS certificate names the applicant and the product, runs for one year, and customs matches that name to the consignee.
So a manufacturer with two UAE distributors holds one type examination and two ECAS certificates. One test report serves both, since BD-142004-01 gives an IECEE CB scheme report a presumption of conformity.
One GSO rule catches exporters who let each distributor run its own file. A product may be applied for at one notified body only, and a rejected or withdrawn certification is reported to GSO and to every other notified body. Two distributors each hiring a body for the same kettle produce one certificate and one reported withdrawal. Keep the G-Mark in your own name; let the distributors hold their ECAS.
That the symbol on the box resolves to a live certificate. For regulated-list appliances and toys the notified body registers the product in GSO's tracking system, and the Gulf Conformity Tracking Symbol (GCTS) must appear on the product and on its packaging next to the G-Mark and the body's identification number. GSO publishes both registers, products and notified bodies, with each body's status, and an inspector with a phone can check them. A G-Mark certificate UAE customs will accept comes from a body on that list on the day of issue.
The mark itself must be at least 5 mm high unless the regulation says otherwise, permanent and legible, and moved to the packaging or the documents only where the product cannot carry it. A CE mark beside it on the same rating plate is fine, as long as the two cannot be confused.
Changing notified body is a marking event. The new body issues a new certificate, the GCTS registration changes, and the symbol on every unit, carton and manual changes with it while the old certificate is cancelled. Switch bodies to save a fee and keep printing the old symbol, and the label points at a cancelled certificate; the port is where an inspector finds it.
Three things, and none of them is a failed test. The first is a certificate from a body whose GSO designation has lapsed. GSO can restrict a scope, suspend or withdraw a designation; the status is on the public list, and a certificate issued outside a live designation is paper. We check the register when the quotation is signed and again before the first shipment.
The second is a plug or rating plate that does not match the type examined. The certificate covers the type as the body saw it. A Gulf plug fitted after the tests, a different rated voltage on the plate or a new power board is a change the body has to assess first. The third is a regulated-list appliance shipped on a self-declaration. List No. 2 requires a Gulf Type Examination for its 13 categories, so a manufacturer's declaration satisfies the regulation for a power tool; for a toaster it satisfies nothing, and the gap shows when the GCTS is missing from the carton.
Timing follows the Gulf scheme: four to ten weeks for the G-Mark where CB reports to the current GSO edition exist, three to eight weeks for the ECAS certificate, run in parallel. GSO keeps the previous edition of each adopted standard valid for two years, so an older report means a retest first. Anything that transmits, Wi-Fi and Bluetooth included, also needs TDRA type approval through a registered UAE dealer: national, separate from both marks, and outside this page. Halal is a separate route as well.
