EMC directive certification under Directive 2014/30/EU

EMC directive certification is a self-declaration. Under Directive 2014/30/EU you test the apparatus for emission and immunity, write the technical documentation and sign the EU declaration of conformity yourself (Module A, internal production control). A Notified Body is optional, and under this directive it examines the design file rather than a sample (Module B, EU-type examination). Radio equipment is outside the directive and is assessed under the RED instead. The same EMC test report then supports the UKCA, EAC and G-Mark files, provided it was run on the production configuration to a standard edition still listed in the Official Journal.

What does the EMC Directive cover?

The EMC directive, 2014/30/EU, applies to equipment, which Article 3 splits in two. An apparatus is a finished appliance, or a combination sold as one functional unit, that can generate electromagnetic disturbance or be affected by it. A fixed installation is a combination of apparatus assembled for permanent use at one location. Apparatus is CE marked. A fixed installation is not: it is built to good engineering practice, and the person responsible keeps that documentation while the installation runs (Article 19).

The essential requirements in Annex I are two sentences. Emission: the disturbance generated must not exceed the level above which radio, telecommunications or other equipment cannot operate as intended. Immunity: the equipment must keep working without unacceptable degradation in the disturbance expected in its intended use. The standards, the set-ups and the limits in dBµV are the way you show those two sentences are met.

Article 2 takes four groups out: radio equipment, aeronautical products, amateur radio kit not sold on the market, and equipment that by its physical nature can neither disturb nor be disturbed. Clients reach for the last exclusion, and it covers nothing with a switched-mode supply, a motor or a microcontroller. The first changes the file: add a Wi-Fi or Bluetooth module and the whole product becomes radio equipment, so EMC compliance is declared under the Radio Equipment Directive, with the radio approval on top (see telecom type approval). The test is still run; the directive named on the declaration changes.

Do I need a Notified Body for EMC compliance?

No, for apparatus. Article 14 gives two routes and you choose. Under Module A, internal production control (Annex II), you assess the electromagnetic compatibility of the apparatus, build the technical documentation, keep series production in conformity and sign the declaration. Module B, EU-type examination (Annex III), adds a Notified Body, and under this directive the body examines the technical documentation without examining a specimen: it assesses the design.

Module B earns its fee on a product with no harmonised standard, or a partly applied one, when a buyer wants a third party's name on the file. The Commission's EMC page warns that certificates from bodies not acting as notified bodies are not a recognised means to prove compliance, carry no weight with market surveillance or customs, and must not bear a CE marking. We still see a test lab's "certificate of conformity" with a CE logo treated as the approval; the document that counts is your signed EU declaration of conformity, and behind it the test report.

EMC is the test most often failed at the first attempt, so we book the slot with room for a second session; a ferrite, a filter or a grounding change fixes most first failures.

Which standards apply, and what must the EMC test report contain?

The Official Journal list for 2014/30/EU names the standards that give presumption of conformity, and the product picks the standard. Multimedia and IT equipment: EN 55032:2015 for emission and EN 55035:2017 for immunity, both with amendment A11:2020. Household appliances and electric tools: EN 55014-1:2017 with A11:2020 and EN 55014-2. Lighting: EN IEC 55015:2019 for emission, EN 61547 for immunity. Where no product standard fits, the generic standards apply by environment: EN 61000-6-3 and EN 61000-6-1 for residential, commercial and light-industrial use, EN 61000-6-4 and EN 61000-6-2 for industrial use.

Editions matter because the list withdraws them. EN 55032:2012 stopped giving presumption of conformity on 4 May 2022, EN 55014-1:2006 on the same day, EN 55024:2010 on 16 September 2022. A later report to the withdrawn edition is a test against a specification of your own choosing, and the file must then explain how the essential requirements are met without the standard. The report we send back most often for this reason is an EN 55024 report from a lab that never updated its template.

Annex II, point 3, lists what the technical documentation must hold: a general description, drawings and circuit schemes with the explanations needed to read them, the harmonised standards applied in full or in part, calculations and examinations, and the test reports. For the EMC test report to be usable there we check five things: model, hardware revision and firmware version of the sample; configuration and cables against the production bill of materials; standard, edition and amendments; the operating modes exercised, since Annex II requires every representative configuration to be covered; and the pass margins. One decibel of margin on radiated emission is a pass on the day and a question at the next production change.

Where else does the EMC test report count?

Three other files take the same report. Great Britain kept the directive's essential requirements in the Electromagnetic Compatibility Regulations 2016, so the same accredited evidence supports the UKCA declaration; what changes is the declaration and the designated standards list. In the Eurasian Economic Union the same phenomena sit under TR CU 020/2011, and an EAC certificate for a household appliance comes from a body listed by Rosakkreditatsiya; the measurements often coincide, but the body will normally want its own sample and the documents in Russian. For the Gulf, the G-Mark file under BD-142004-01 is built from the test reports you already hold, checked against the GSO editions.

The same three failures break every one of those files. A product changed after testing is the first: Article 7(4) requires changes in design or characteristics to be taken into account, and a new switched-mode supply changes conducted emission. A report on a sample that differs from production is the second; it surfaces when a market surveillance authority buys the product off the shelf. A test to a withdrawn edition is the third. All three are caught by reading the report against the bill of materials before it goes into the file, which is the review we do before the declaration is drafted.

Frequently asked questions

Is there an EMC certificate?

Not one that proves compliance. Electromagnetic compatibility certification under Directive 2014/30/EU ends in an EU declaration of conformity you sign, backed by the test report. A Notified Body can issue an EU-type examination certificate under Module B, which is evidence inside the file. A laboratory certificate with a CE logo is neither, and the Commission says such voluntary certificates mean nothing to market surveillance or customs.

Do I need to retest after a firmware or power-supply change?

Often, and the directive expects you to decide it in writing. Article 7(4) requires changes in design or characteristics to be taken into account for series production. A new power supply changes conducted emission and needs the emission tests repeated; firmware that alters clock rates, radio duty or motor control can change both emission and immunity. Record the analysis in the file and rerun the affected tests.

Can I use the EMC test report for UKCA, EAC or G-Mark?

For UKCA, yes: the Electromagnetic Compatibility Regulations 2016 keep the same essential requirements, and the same evidence supports the UK declaration. For an EAC certificate under TR CU 020/2011 the report is a starting point, because the certification body normally wants its own sample. For the G-Mark the notified body checks the reports against the GSO editions. Each needs the production configuration in the report.

Why is a product with Wi-Fi not under the EMC Directive?

Because Article 2 excludes radio equipment, and a mains-powered appliance with a Wi-Fi module is radio equipment in full. Its EMC requirements come from Article 3.1(b) of the Radio Equipment Directive 2014/53/EU, so the declaration cites the RED and not 2014/30/EU. The emission and immunity tests are still run; what changes is the legal text on the declaration and the radio standards added on top.
