Telecom type approval and radio certification

Telecom type approval is national almost everywhere, with the least mutual recognition of any product group. The European Union runs the Radio Equipment Directive 2014/53/EU (RED) with self-declaration against harmonised standards; the US runs FCC certification under 47 CFR Part 15; Canada runs ISED certification under the RSS series; Brazil runs ANATEL homologation; the Gulf states each run their own regulator. A certificate from one carries no weight in another. What does travel is the test evidence, since the underlying standards overlap, so the saving comes from one test campaign planned across every target market. A pre-approved module shortens the work and rarely removes it.

What does RED 2014/53/EU require?

Article 3.1(a) is health and safety, including RF exposure, and stands in for the Low Voltage Directive with no lower voltage limit. Article 3.1(b) is electromagnetic compatibility. Article 3.2 is efficient use of spectrum, met for 2.4 GHz devices through EN 300 328 (100 mW EIRP for wideband systems) and for 5 GHz RLAN through EN 301 893 with its DFS and TPC obligations. Article 3.3 is a list of enabling clauses, and the delegated act under 3.3(d), (e) and (f), Delegated Regulation (EU) 2022/30, has applied since 1 August 2025: internet-connected radio equipment must protect the network, protect personal data and privacy, and resist fraud. The harmonised standards for it are the EN 18031 series. EN 303 645, the consumer IoT baseline, is not by itself a presumption of conformity.

Where every applicable harmonised standard is applied in full, you self-declare and affix the CE mark. Where one is missing, or listed with a restriction that catches your device, a notified body issues an EU-type examination certificate first. EN 18031 was listed with restrictions, so check them before assuming self-declaration.

Which body approves the radio in each market?

In the US, an intentional radiator under 47 CFR Part 15 Subpart C (Section 15.247 for 2.4 GHz and 5.8 GHz digital modulation, up to 1 W conducted) goes through Certification: a test report from an accredited laboratory, and a Telecommunication Certification Body (TCB) that grants the FCC ID. Canada mirrors this under ISED, with RSS-247 for the same bands, RSS-Gen for the general conditions, and a Foreign Certification Body granting the certification number. Brazil is ANATEL homologation through an accredited OCD, with a CNPJ holder.

In the Eurasian Economic Union, EEC Board Decision 30 of 21 April 2015 governs the import of radio-electronic means and, in a separate section, encryption. The encryption route is a notification to the FSB, entered in the EEC unified register. None of it is a technical regulation: the EAC mark for the same device still comes from TR CU 020/2011 for EMC and TR CU 004/2011 for electrical safety. In Russia only, the FAC certificate or declaration and any RFC conclusion sit on top.

In the Gulf, the radio permission is national. TDRA in the UAE and CST in Saudi Arabia each run their own type approval, and a G-Mark or ECAS certificate on the appliance replaces neither. Both are required, and neither is within WWBridge's confirmed partner scope, so plan them as separate clearances.

What does a pre-approved module buy you?

A module that already holds FCC and ISED grants, or an EU declaration against EN 300 328, carries the radiated testing with it, which is the expensive part. The host still has to be assessed. Under RED the finished product is what you declare, so Articles 3.1(a) and 3.1(b) are yours regardless, and 3.2 is covered by the module only if you keep its antenna, its firmware and its stated conditions of use. In the US the FCC ID may be reused under the modular grant if the host is labelled "Contains FCC ID" and the module's integration conditions are met; a different antenna or a modified enclosure means a Class II permissive change or a new grant.

Check two things before the purchase order: whether the grant is current, and whose name it is in. An approval held by the module vendor may not be usable without their letter, which is easier to get before the order than after.

Why does one firmware not fit every market?

Band allocations, power limits and duty cycles differ. The same 2.4 GHz radio is capped at 100 mW EIRP under EN 300 328 and allowed 1 W conducted under Section 15.247; 5 GHz channels open in one region are barred in another, and EN 301 893 demands DFS on the channels shared with radar. Region locking has to be designed in.

Encryption is regulated separately from the radio in the Eurasian Economic Union. A device with standard Wi-Fi security can need the FSB notification under EEC Decision 30, and where the notification list does not cover it, a per-consignment Minpromtorg import licence, which is a Russia-only document.

Frequently asked questions

Does a product with embedded Wi-Fi need telecom approval?

Yes, in most markets. Wi-Fi and Bluetooth are radio transmissions and the regulator treats the product as radio equipment regardless of what it is for: under RED the whole appliance becomes radio equipment, and in the US it is an intentional radiator under Part 15 Subpart C. Connected appliances, industrial sensors and payment terminals all fall in.

Can one approval cover several countries?

Rarely: telecom equipment certification is national almost everywhere. The European Union is one market under RED. The Eurasian Economic Union is one market for its technical regulations, though radio and encryption permissions run under EEC Decision 30 and the FAC is Russia-only. Beyond those, approval is national. In the Gulf, a G-Mark covers some appliance categories, but TDRA and CST radio approvals are issued country by country.

We use a certified module. Do we still need to test?

Less, and rarely nothing. The module carries its radiated performance under Section 15.247 or EN 300 328, but the finished product is what is placed on the market. Under RED you still declare Articles 3.1(a) and 3.1(b) for the host, and both FCC and ISED require the host label to cite the module grant. A different antenna or enclosure brings a limited retest.

What triggers the encryption permission?

Cryptography beyond the thresholds set in EEC Decision 30, which standard wireless security can exceed. Where it applies it is a notification to the FSB entered in the EEC unified register, filed separately from the EAC certificate, and it is a common reason a simple-looking project runs months long.
