Since 1 January 2020 fire safety and firefighting products across the Union have been assessed against TR EAEU 043/2017, one approval valid in all five states. The regulation covers nineteen product groups, extinguishing powders and smoke ventilation dampers among them, and the form, certificate or declaration, follows from the HS code and the product description. Certification runs on schemes 1c, 3c and 4c; declaration on 3d, 4d and 6d. A foreign manufacturer can only apply through a company resident in the Union, and both routes put the applicant under obligations that outlast the document.
The requirements that surprise foreign makers are quantities and documents. Testing needs 28 samples of each nozzle type. The technical passport has to be in Russian and to GOST. And where no GOST exists for the product, the certification body writes a technical solution before testing can even be designed, which adds a stage most schedules have not budgeted for. Testing happens in the Union, and a production site audit is common. Old national certificates stayed usable until they expired and no later than 1 July 2021, so nothing issued under the previous rules is still valid.

How many samples does fire safety testing need?
Far more than an electrical test. The regulation’s test methods call for 28 samples of each nozzle type, and other product groups have their own counts. The number is fixed by the GOST method, so it goes into the budget before the samples are made.
