Fire Safety Certificate for the Eurasian Customs Union

Since the start of 2020, fire safety and fire extinguishing products across the Union have been confirmed against TR EAEU 043/2017. Certification runs on schemes 1c, 3c and 4c; declaration on 3d, 4d and 6d. Both put the applicant under obligations that outlast the document.
What does TR EAEU 043/2017 cover?
Since the beginning of 2020, the fire safety of certain product types distributed across the Customs Union is confirmed against TR EAEU 043/2017, On the requirements to means of assurance of fire safety and fire extinguishing.
The regulation applies to means of assuring fire safety and extinguishing fire: products designed to prevent and combat fires, rescue people, protect property and the environment, and reduce fire damage. It sets requirements both for the products themselves and for their marking.
Anything outside the scope of the TR EAEU is still governed by national law, and that is the part most often overlooked.
Certification or declaration?
The regulation provides for both. In either case the applicant is the manufacturer, its official representative, or the seller of the products.

A declaration may be replaced by certification at the applicant’s discretion. The reverse is not available.

Details of the documents filed are recorded in the Unified Registry of issued certificates of conformity and registered declarations of conformity.
What goes in the document package?
- Technical specification, or description
- Technical documentation where it exists, engineering, process or operating
- The list of standards used to make the product compliant with the regulation
- A description of the technical solutions confirming compliance, where no standards were used or available
- The agreement or supply contract and shipping documentation, for a batch
- A copy of the contract with the manufacturer, including a foreign one, covering assurance of compliance and liability for non-compliance, for a manufacturer-authorised person under scheme 1c
- Documents on the materials, components and constituent parts, where they exist
- Any other documents capable of confirming compliance
What declaration adds
Declaration takes the same package, plus:
- A test record
- A production inspection record, scheme 3d
- A quality management system certificate or a copy, scheme 6d
What must the certificate holder do afterwards?
The certificate is not the end of the obligation. The applicant must:
- Provide the document package above to the certification body
- After certification, compile a package holding everything submitted with the application, the laboratory testing records and the certificate, and keep it for at least 10 years after the certificate expires
- Put the Eurasian Conformity mark on the products
- Take the steps needed to keep production stable, so later products still meet what was confirmed at certification
- Notify the issuing certification body whenever the design, the composition of the product, or the manufacturing technology changes
That last point has consequences. If anything changes inside the certificate’s validity term, the certification body analyses the documentation the applicant supplies and decides whether new tests or a production condition analysis are required. And the documents the applicant collected for certification have to be produced to the supervisory authorities on request.
What products fall under it
Nineteen groups in all, headed by:
- Fire extinguishing substances, powders, foaming agents, wetting agents, gaseous substances
- Fire protection means for lumber and materials based on it, and for cables and steel or reinforced concrete structures
- Linear electrical-installation articles made of non-metal materials
- Fire extinguishers, portable and mobile
- Autonomous fire-extinguishing devices
- Fire cabinets, taps and shutoff valves
- Mobile means of fire extinguishing
- Technical means working within firefighting automation systems
- Technical means working within automatic fire extinguishing installations, autonomous, robotised and modular included
The remainder cover firefighter personal protective equipment, rescue equipment, smoke ventilation components and fire barrier openings.

Frequently asked questions
Which schemes are available under TR EAEU 043/2017?
Certification uses schemes 1c, 3c and 4c. Declaration uses 3d, 4d and 6d. The applicant chooses the declaration scheme itself, and a declaration may be replaced by certification at the applicant's will, the reverse is not available.
How long must the documentation be kept?
At least 10 years after the certificate expires. The package has to include everything submitted to the certification body with the application, the laboratory testing records, and the certificate itself. Supervisory authorities can ask for it, and the applicant has to produce it.
What happens if the product changes during the certificate's life?
The applicant must notify the certification body that issued the certificate of any change to the design or composition of the product, or to the manufacturing technology. The body then analyses the documentation the applicant provides and decides whether new tests, a production condition analysis, or both are needed.
