TR EAEU 043/2017: The Full List of Products Covered

TR EAEU 043/2017 covers nineteen product groups, from extinguishing powders to smoke ventilation dampers. The approval form, certificate or declaration, follows from the HS code and product description, and a foreign manufacturer can only apply through a company resident in the Customs Union.

Which approval form applies?
Two are available:
- Certificate of Conformity (CoC)
- Declaration of Conformity (DoC)
The HS code and the product description determine which. Send both when asking for a quotation; without them any answer is a guess.
Who can be the applicant?
A foreign manufacturer cannot apply on its own behalf. The application goes through a company resident in the Customs Union, which takes responsibility for product quality under a local representative agreement.
That company can be the importer, the distributor of the product, or any other company located in the union prepared to act as local representative. It is a real liability rather than a formality, so settle the agreement early in the project.
How long, and what does it involve?
The process runs one to two months.
Two things can extend it:
- A production site audit, organised in some cases to check the manufacturer’s quality management system.
- In-country tests, which are obligatory to finalise the process. Samples have to reach an accredited certification laboratory in one of the EAEU countries, so shipping cost and time belong in the plan from the start.

Frequently asked questions
How is the approval form decided?
From the HS code and the product description. Those two together place the product in one of the nineteen groups and determine whether a certificate of conformity or a declaration of conformity applies. It is not a choice the applicant makes.
