Cosmetics Approval for the Customs Union: TR CU 009
Two regimes cover cosmetics in the Customs Union. TR CU 009 produces a declaration valid for 1, 3 or 5 years, with one declaration per product type. Hygienic approval produces a State Registration Certificate of unlimited validity, required for a specific list of product categories.
Which two regimes cover cosmetics?
Perfumes and cosmetic products, creams, mousses, shampoos, lotions, conditioners, and even tooth and nail products, supplied to the five EAEU member states must be certified under two regimes:

The declaration under TR CU 009
All cosmetic products with no pharmaceutical effect, decorative cosmetics included, are certified under TR CU 009.
One separate declaration is issued for each declared product type. Export tonics, moisture masks and shampoos, and you apply for three declarations.
Each declaration can list several test reports, and the number required is calculated from the number of different compositions the manufacturer provides. That is why compositions in percentage should be attached for every product intended for sale in the union: without them, nobody can tell you how many test reports the project needs, and therefore what it costs.
Which cosmetics need a State Registration Certificate?
Required for:
- Products for artificial tanning, skin lightening and whitening, tattoo application, intimate hygiene, depilation and peeling
- Cosmetics protecting skin from harmful factors
- Cosmetics for children
- Hair dye products
- Oral hygiene products, liquid rinses, whitening products
One SRC covers one product type with the same composition and effects.
There is a requirement here that catches manufacturers with multiple plants: the SRC must list every production facility where the products covered can be produced. Adding a facility later affects the document itself.
Who can apply?
For both the declaration and the SRC, the applicant must be a legal resident of the Customs Union countries. A foreign manufacturer appoints one; it cannot hold either document itself.
