TR CU 007: Approvals for Children's and Teens' Goods

TR CU 007/2011 governs products for children and teenagers across the Customs Union. Compliance can take three forms, state registration followed by a declaration, a declaration alone, or certification, and which applies depends on the product, its clothing layer, and the child's age.

What are the three forms of compliance under TR CU 007?

Across the five EAEU member states, TR CU 007/2011, On the Safety of Products intended for Kids and Teenagers, is mandatory. Compliance can be confirmed in one of three ways, depending on the regulation’s requirements for the product:

  • State Registration Certificate, followed by a conformity declaration
  • Conformity declaration alone
  • Certification

The definitions that drive everything

Teenagers Users aged 14 to 18

The three clothing layers

First layer, direct contact with skin: underwear and bedclothing, shaping underwear and swimwear, summer headwear, hosiery, handkerchiefs and kerchiefs.

Second layer, limited contact: dresses, blouses, outer shirts, trousers, skirts, unlined suits, sweaters, jumpers, headwear other than summer, mittens, gloves, autumn-winter hosiery.

Third layer, coats, short coats, jackets, trenches, lined suits, newborn wraps.

Which products need a certificate under TR CU 007?

  • Moulded and non-moulded rubber sanitary items for child care
  • Sanitary items and fancy goods in plastic and metal
  • Bedclothing
  • Knit and textile first-layer underwear
  • Knit first-layer hosiery
  • Knit and textile first-layer summer headwear
  • Leather and textile second-layer clothes and items
  • Knit second-layer items
  • Knit, textile and leather second-layer headwear for children under 1
  • Knit, textile and leather third-layer clothes for children under 1
  • Fur clothes, items and headwear for children under 1
  • Footwear, except coarse felted footwear
  • Strollers
  • Bicycles

How age changes the answer

The clearest illustration is headwear, where a single product type takes three different routes depending on layer and age:

Stockings and socks take a declaration. First-layer items for children over 3 take a certificate; second-layer items take a certificate on both sides of the 1-year threshold.

The lesson is that “children’s clothing” is not one regulatory category. A range spanning newborn to teenage sizes can need several different documents for what is commercially a single product line.

What falls outside TR CU 007?

  • Products designed and manufactured for medical use
  • Child nutrition products
  • Perfumery and cosmetics
  • Sports items and equipment
  • Learning aids, schoolbooks, electronic learning editions
  • Toys and printed board games
  • Furniture
  • Custom-tailored products

Several of these are regulated elsewhere rather than unregulated, toys have their own regulations, and child nutrition falls under the food regime.

Obtaining the certificate

Certification runs under schemes 1c, 2c, 3c or 4c, in seven stages:

  1. Submit an application to an accredited certification body
  2. Collect the necessary documentation
  3. For stock-produced items, analyse the manufacturing process
  4. Collect samples for the testing laboratory
  5. Testing, with the test certificate issued
  6. Obtain the certificate of conformity
  7. Enter the data into the united register of the Federal Accreditation Service

The applicant then applies the EAC mark, and the products are released into the Customs Union markets.

Validity: maximum 5 years, minimum 1 year.
