The sanitary state registration certificate for cosmetics, children’s goods and specialised food. Who needs it, who can apply, why some categories take months.
The state registration certificate, SGR, confirms that a product meets the Union’s sanitary rules, and customs cannot be passed without it where the product is on the Unified List. It is issued by the competent national authority of a member state, is valid indefinitely, and covers products under three technical regulations plus a further national list. Under TR CU 009 the listed cosmetics categories take it. Under TR CU 007 children’s goods for the youngest ages take it followed by a declaration, with the SGR added to the declaration and not in its place. Under TR CU 021 and 027 specialised and dietary food takes it, and drinking-water pumps and food-contact materials come in through the national list.
The certificate attaches to one product type with one composition and must name every production site allowed to make it. The applicant has to be inside the Union. What makes some categories slow is the dossier: composition with percentages, toxicological and hygiene test reports from a Union laboratory, and a label in Russian, and specialised food and children’s cosmetics go through a fuller review than a peeling cream. Weeks is realistic for a listed cosmetic with existing reports; months for a specialised food product.
The SGR is also what makes an ordinary product extraordinary by claim. A toothbrush released for children under three, a cream promising protection against harmful factors, a supplement with a stated function: each moves from declaration to registration on the strength of a sentence. Frequently asked questions
Is the state registration certificate valid across the EAEU?
Yes. It is issued by one member state’s authority and entered in the Union register, and it is valid in all five states indefinitely, as long as the composition and the named production sites do not change. A new site or a changed formula means a new registration.
Does the SGR replace the declaration of conformity?
For cosmetics and specialised food it is the document. For children’s goods under TR CU 007 it comes first and the declaration follows, and both are needed. The regulation’s product list says which, and we read it against the declared age and claim before quoting.
