Scheme 5d is the TR CU 010 declaration route for equipment going to hazardous industrial facilities. It requires a factory inspection by an expert from an accredited certification body, produces a Type Certificate first, and only then permits the declaration to be registered, valid for 5 years.
Step 1, Evaluate the enquiry
Everything needed to process a request: the technical specification of the product, drawings, European or manufacturer’s test reports, and the HS code.
In the case this guide follows, the expert confirms from that data that the product, as explosion-proof equipment, falls under TR CU 012, On safety of equipment intended for use in explosive atmospheres, and that TR CU 010, On the safety of machinery and equipment, applies as well. Step 2, Choose the certification scheme
TR CU 010 offers several schemes: 1d, 3d and 5d. The choice depends on the type of facility where the equipment will be installed and operated.
Here the client states the facility is a chemical plant. Under the industrial safety classification, that is a hazardous facility, because the risk of accidents or emergency situations is high. That makes scheme 5d applicable.
One practical note: confirm the scheme with the end client as well. They know which scheme they are expected to receive approval documents under, and they are the ones who will be inspected against it.

- It is impossible to test the products before they are installed at the location where they will operate

Step 3, Start the process
With the scheme settled as 5d for a hazardous facility, document collection begins.
TR CU 010 requires two mandatory documents that catch out first-time applicants:
- The Justification of Safety
- The technical passport
Both must be prepared in the Union’s working language and meet the applicable GOST standards. Neither is a document that can be assembled at the end of a project.
Step 4, What happens at the factory inspection?
To issue a declaration of conformity under TR CU 010 by this route, an expert from an accredited certification body visits the manufacturer’s production site.

That last row matters more than its length suggests. The tests are run against the manufacturer’s methodology, so the methodology itself has to be in a state to be followed by someone who has not seen it before.
Step 5, Register the declaration
Once the inspection is complete and the expert reaches a positive decision, a Type Certificate is issued. The declaration of conformity can only be registered on the basis of that Type Certificate, the sequence does not run the other way.
