Certification and registration in Morocco

Moroccan standards follow European ones, so ISO and CE do real work. Where halal, ONSSA and the DMP come in, and why supplement registration takes months.

Moroccan standards, the Normes Marocaines, are largely harmonised with European ones, so a product certified to ISO or CE gets simplified access for most sectors. What varies is the sector. Food, medicine, construction and energy carry the strictest requirements, and halal reaches almost everything consumed: with more than 99% of the population practising Islam it is a market condition across food, cosmetics, pharmaceuticals and logistics, regulated nationally by IMANOR alongside recognised OIC/SMIIC-aligned certificates.

Supplements are where projects go wrong. Morocco has no legal category for dietary supplements or nutraceuticals. A product is classified as food or as a pharmaceutical according to its composition and its claims, and that classification decides whether ONSSA or the DMP handles it, which documents the dossier needs and how long it takes: three to five months, against the three weeks people budget. The six mistakes we see repeat: an incomplete dossier, ingredients legal in the EU and banned in Morocco, medical claims on the label, no local representative, missing halal documentation and a timeline set in weeks.

The articles below cover the certificates by sector, halal for exporters and for supplements, vitamin and nutraceutical registration and the document package. A local representative is mandatory for registration, and a label claiming to cure anything moves the product to the pharmaceutical authority. Send the composition and the label and we will say which authority the product answers to.

Frequently asked questions

Is CE marking accepted in Morocco?

For most industrial and consumer products the harmonised Moroccan standards mean CE and ISO evidence gives simplified access, with a conformity check against the NM standard. Food, pharmaceuticals and supplements are different: they register with ONSSA or the DMP on their own dossiers, and CE plays no part.

Does a supplement need halal certification in Morocco?

The law does not always require it. The trade almost always does. Anything with gelatin, animal proteins or dairy components needs it, and even where the category is not legally halal-mandatory, pharmacy chains and retailers will not stock the product without the certificate. IMANOR recognises a list of foreign bodies.
