Products Under TR CU 010: The Full Scope List
TR CU 010/2011 is the EAEU's analogue of the Machinery Directive. Positions 1 to 14 take a certificate of conformity; from 15 onward most positions can take either a declaration or a certificate depending on the product. Reading the list needs both the product name and the EAEU HS code, neither alone settles it.
How do you read the TR CU 010 product list?
To decide the approval form, EAC certificate of conformity or EAC declaration of conformity, you go to the list of products whose customs declaration must be accompanied by a conformity assessment document under TR CU 010/2011, On the safety of machinery and equipment, the EAEU’s analogue of the Machinery Directive.
Reading it needs two things: the product name, taking account of the remarks that narrow several positions, and the EAEU HS code. A name alone matches positions the product does not belong to; a code alone spans products both in and out of scope.
Positions 1 to 14: certificate of conformity

Positions 15 to 73: declaration or certificate
From position 15 onwards, most entries permit either form, decided by the product’s own characteristics.

What does TR CU 010 not cover?
Thirteen categories fall outside the regulation entirely:
- Machinery and equipment ensuring the integrity and stability of communication networks and radio frequency spectrum use
- Equipment used for medical purposes in direct contact with the patient, X-ray, diagnostic, therapeutic, orthopaedic, dental and surgical
- Equipment specially designed for use in atomic energy
- Wheeled vehicles, except machinery installed on them
- Sea and river vessels and floating facilities, including machinery used on them
- Aircraft and spacecraft
- Railway rolling stock and technical facilities designed for railways and underground railways
- Amusement rides
- Weapons and military equipment
- Equipment intended for use by persons with disabilities
- Agricultural and forestry tractors and trailers, except machinery installed on them
- Drilling platforms, except machinery used on them
- Equipment already in operation, equipment made for the manufacturer’s own needs, and components and spare parts used to repair or maintain machinery
Three of those exclusions carry an important qualifier. Wheeled vehicles, tractors and drilling platforms are out of scope, but the machinery installed on them is not. A supplier of equipment mounted on any of the three does not inherit the exclusion.
